The following address was delivered by Edward Mezvinsky, United States representative to the United Nations Commission on Human Rights, at the commission's session on March 13. The session dealt with the agenda item on "Gross Violations of Human Rights in Any Part of the World." The United Nations Commission on Human Rights meets once each year in Geneva for six weeks.
