The Polovchak case: a legal analysis
Below is a reprint of an article by Joseph R. Tybor concerning the legal ramifications of the Polovchak case, which appeared in the September 8 issue of The National Law Journal. Throughout the article, Mr. Tybor uses the term Russia, USSR and Soviet Union interchangeably. It also appears that he does not recognize the fact that the Polovchaks are a Ukrainian family. Despite these inaccuracies the article presents the important issues involved in the Polovchak case; therefore, we reprint it in full. (The article appears as written, with no editorial changes.)
